The Northwest Tennessee Development District's housing program is funded through a grant with Tennessee Housing Development Agency (THDA). We provide technical

Great Choice Home Loans

Great Choice is a 30-year, fixed interest rate home loan available through private banks and lenders. These loans focus on first-time homebuyers, U.S.

military veterans, and homebuyers in targeted areas. Down payment assistance may also be available. https://thda.org/homebuyers

NOTICE OF PUBLIC HEARING AND COMMENT PERIOD FOR THE 2026-27 ANNUAL ACTION PLAN FOR HOUSING AND COMMUNITY DEVELOPMENT PROGRAMS

March 23 – April 23, 2026

 

On behalf of the State of Tennessee, the Tennessee Housing Development Agency (THDA) has completed a draft of the State’s 2026-27 Annual Action Plan (AAP) for housing and community development in Tennessee, which is an application for funds and articulation of goals for five U.S. Department of Housing and Urban Development (HUD) programs:

  • Community Development Block Grant (CDBG, administered by TN Department of Economic and Community Development)
  • HOME Investment Partnerships Program (HOME, administered by THDA)
  • Housing Trust Fund (HTF, administered by THDA)
  • Emergency Solutions Grant (ESG, administered by THDA)
  • Housing Opportunities for Persons with AIDS (HOPWA, administered by TN Department of Health)

These programs support a variety of housing and community development efforts throughout Tennessee for the benefit of low- and moderate-income households. The AAP details how the State’s programs will distribute approximately $50-60 million in annual federal funding in pursuit of articulated goals.  

Citizens are encouraged to review and make comments on the AAP beginning on Monday, March 23, 2026. A draft summary in English and Spanish will also be available. Citizens will also find the details for an in-person and virtual public hearing about the AAP.

En nombre del Estado de Tennessee, la Agencia de Desarrollo de Vivienda de Tennessee (THDA, por sus siglas en inglés) ha completado un borrador del Plan de Acción Anual (PAA) 2026-27 para la vivienda y el desarrollo comunitario en Tennessee. Este borrador consiste en una solicitud de fondos y la articulación de objetivos para cinco programas del Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos (HUD, por sus siglas en inglés):

  • Subvención en Bloque para el Desarrollo Comunitario (CDBG, administrada por el Departamento de Desarrollo Económico y Comunitario de Tennessee)
  • Programa de Asociaciones de Inversión HOME (HOME, administrado por la THDA)
  • Fondo Fiduciario para la Vivienda (HTF, administrado por la THDA)
  • Subvención para Soluciones de Emergencia (ESG, administrada por la THDA)
  • Oportunidades de Vivienda para Personas con SIDA (HOPWA, administrado por el Departamento de Salud de Tennessee)

Estos programas apoyan diversas iniciativas de vivienda y desarrollo comunitario en todo Tennessee para el beneficio de hogares de ingresos bajos y moderados. El Plan de Acción Anual (PAA) detalla cómo los programas del Estado distribuirán aproximadamente entre $50 y $60 millones en fondos federales anuales para alcanzar objetivos específicos.
